
State Medicaid's Deep Cuts Go Into Effect on July 1st
Virginia makes significant Medicaid reimbursement reductions in efforts to achieve a balanced budget.
RICHMOND, VA (June 28, 2010) – State legislators recently passed the 2010 Appropriations Act, Chapter 874 in an effort to balance the 2010-2012 state budget. Virginia Constitution requires the governor to ensure state budgetary expenditures do not exceed total revenues during the fiscal period. In order to do so, legislators were tasked with balancing the budget based on revenues that mirror collections in Virginia over five years ago.
Recently, the Department of Medical Assistance Services (DMAS) engaged an independent contractor, CGI Group, Inc. (CGI), to conduct a review of DMAS reimbursement rates for durable medical equipment (DME) services. Based on CIG recommendations, legislators approved reimbursement reductions for diabetes products by 15%, incontinence supplies by 10%, wound care supplies by 10%, ostomy/colostomy supplies by 5% and reductions to many additional DME supply categories.
In the incontinence supply category, these approved changes result in the patient receiving a maximum of 100 units of product per month without prior authorization, representing a significant reduction from previous levels. This reduction may be offset by a prior authorization process that adds cost and complexity for providers, yet allows qualified patients to compliantly receive the supplies they need. According to the Wound, Ostomy, and Continence Nurses Society (WOCN), inadequate incontinence supplies may result in premature institutionalization. Today, urinary incontinence affects over 20 million Americans and is a key factor in the decision to institutionalize a person. Effective management of incontinence can enable an individual to remain in their home, thereby possibly preventing costly premature institutionalization.

RICHMOND, VA (May 27, 2008) – Home Care Delivered, Inc. was recently awarded several Supplier Contracts by the Centers for Medicare & Medicaid Services (CMS) to provide Mail-order Diabetes Testing Supplies to Medicare Beneficiaries in five out of the ten Competitive Bidding Areas (CBAs) included in the first round of CMS's Competitive Biding Program. These areas include: Cincinnati-Middletown, OH-KY-IN, Cleveland-Elyria-Mentor, OH, Dallas-Fort Worth-Arlington, TX, Pittsburgh, PA and Miami-Fort Lauderdale-Miami Beach, FL.
The Competitive Bidding Program, which was mandated as part of the Medicare Prescription Drug Improvement and Modernization Act of 2003, is a bidding style process which is eventually expected to be expanded nationally. The intent of the program is to save money while ensuring that Medicare Beneficiaries receive quality medical equipment, supplies and services. Under the new Competitive Bidding Program, suppliers must be awarded a Supplier Contract in order to provide certain durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) to Medicare Beneficiaries. Home Care Delivered Opens Clarksville Facility
Richmond-based company to hire 140 teammates over next 30 months
RICHMOND, Va., May 10, 2006 – Home Care Delivered, one of the premier direct-to-consumer medical supply companies in the nation, today becomes the first of three technology firms to open its offices in the newly built Virginia Lakeside Commerce Park, located off of U.S. 58 east of Clarksville.
Home Care Delivered will use the 9,000-square-foot facility as a call center, serving patients, referral sources and caregivers across the United States. The center will be staffed with 140 new hires over the next 30 months. The company plans to maintain its headquarters in Henrico County.

"We follow up," Fox said. Company representatives will keep in constant communication with customers, making sure medical supplies are always stocked and delivered quickly if more are needed.
